As a committee member, Bowman was instrumental in the development of a canine standard for the training and certification of police service dogs for the New York State Division of Criminal Justice Services, Bureau for Municipal Police. As a police officer, Bowman was certified by the New York Division of Criminal Justice Services, Bureau for Municipal Police as a canine handler, trainer and examiner of patrol, tracking and narcotic detector dogs. His training curriculum for the training of patrol, tracking, narcotic and explosive detection has been certified by the Ohio Police Officer Training Academy.
